New York — Citgo said it is still assessing the damage at its 418,000 b/d Lake Charles, Louisiana, plant as power provider Entergy struggles to repair the damage from Hurricane Laura, which made landfall on Aug. 27 as one of the strongest storms to ever hit the state. Phillips 66's 260,000 Westlake plant also remains without power, as the refiner reopened its Beaumont terminal. ExxonMobil is expected to restart its 369,024 b/d plant soon, sources familiar with refinery operations said.
