- The portfolio remains heavily weighted toward the low-investment grade category, with around half of the over 300 rated projects in the 'BBB' category. The total percentage rated in the investment-grade category remained stable at 65%-70%.

In 2021 and the first half of 2022, the portfolio had a downgrade to upgrade ratio of 2.0x. This was down from 3.9x in 2020 but still above the 1.2x and 0.5x ratios in 2019 and 2018, respectively. This shows the projects experienced much of the rating impact from the COVID-19 pandemic in 2020 and that the more recent downgrades have been on projects facing continued stress (using up their liquidity reserves), as well as for other reasons such as their exposure to the volatile energy markets.
The level of economic disruption fell during the second year of the coronavirus pandemic. The distribution of effective vaccinations and treatments and a general relaxation of the shutdowns and quarantine restrictions related to the pandemic in most major economies allowed for the reopening of many shuttered or extremely curtailed industries. This reopening coincided with broad government and central bank interventions to produce strong recoveries in both GDP growth and the equity and credit markets through the end of 2021.
However, in the first half of 2022, we've seen a strong surge in inflation and interest rates in most countries, along with substantial declines in both the equity and credit markets. Supply chains also remain constrained after years of shutdowns and loss of demand. Energy and commodity prices have spiked, partially due to the Russia-Ukraine conflict, reductions in supply during COVID, and the aforementioned supply chain issues. In addition, many temporary government measures, including direct payments to citizens, implemented at the peak of the COVID stresses have started to expire.
Projects can be broadly grouped between two extremes--those with stable revenue in the form of availability/cost recovery/tolling agreements at one extreme and those fully exposed to market risk, volume risk, or resource risk at the other extreme.
We've seen the performance of availability projects remain generally stable. We have identified three main risks for these types of projects:
- First, their exposure to counterparties (for example, is the government that provided the concession to operate a hospital still in a financial position to support the project?);
- Second, political risk is evident in some jurisdictions because we have seen governments make unilateral changes to long-term contracts (for example, jail projects in Mexico); and
- Finally, the recent surges in inflation could affect the long-term outlook for these projects, particularly if they retain operating and maintenance responsibilities in-house.
For volume-exposed projects, we've seen deep reductions in revenue in many sectors during the COVID-19 pandemic, though this has generally been followed by a rebound as quarantine restrictions are eased. This is particularly evident in road deals but we've seen similar trends in airports, convention center hotels, and stadium transactions. For these projects, the level of liquidity in the project structure has often proved critical. Those with stronger liquidity (for example 12- or 18-month debt service reserves and additional operating reserves) have performed through the downturn better than projects that ran short of liquidity and had to refinance or default.
In the power sector, we've also seen a couple of other factors at work that have led to downgrades, for example:
- Low-capacity prices in U.S. markets have affected independent power products, particularly in the NY-ISO and PJM markets;
- Large additions of new renewable generation in many markets have led to lowered dispatch at other generators;
- Lower water conditions for some hydro projects, such those in the Andes;
- Low wind resource levels in some geographies, with production levels below predicted P-90 levels; and
- Finally, coal as an asset class is being negatively affected by energy transition trends, costs (including carbon costs), and reduced investor appetite, which have made it increasingly difficult to refinance such projects. We've withdrawn our ratings on most independent coal project financings in the U.S. and have seen coal ports in Australia refinance their debt bullets are higher spreads in recent years.
Portfolio Overview
The project finance portfolio can be broken into three main sectors--power, social infrastructure, and transportation, with a smaller number of deals in other sectors such as oil & gas, industrial, and natural resource/mining transactions. As of May 2022, S&P Global Ratings publicly rated 262 distinct entities, which compares with 267 as of the end of 2020. Our total project finance portfolio remains above 300 distinct issuers. Since our last report in December 2020, we rated 29 new projects and 34 either reached maturity or were withdrawn (due to a refinancing, at the request of an issuer, or due to a default). Our global infrastructure team also covers a larger number of corporate entities in the power, midstream, transportation, and social infrastructure sectors. We either rate these other entities under our general corporate criteria or, if they have some structure but are not sufficient for a project finance approach, under our structurally enhanced debt or project developer criteria.
Within project finance, power remains the largest sector, covering 36% of the portfolio (down from 37% last year). Social infrastructure is unchanged at 28% of the portfolio while transport fell slightly to 26% (from 27% last time). Oil and gas projects make up 7% of the portfolio (unchanged from last year) and the remainder is spread between industrial, desalination, and sporting team projects.
Regionally, we categorize projects into U.S., Canada, Europe, the Middle East, and Africa (EMEA), Latin America, and Asia Pacific. The percentages by region remained fairly stable, with total projects in the U.S. declining by 1% to 31% of the portfolio, Canada down 1% to 10%, and Europe down 1% to 32%. In addition, Latin America rose by 1% to 20% of the portfolio while the remaining 6% of rated projects are in the Asia-Pacific region.
Between 10% and 15% of the portfolio projects have a monoline insurance wrap on their debt. The rated portfolio includes projects with only underlying ratings, those with underlying ratings and monoline wraps, and also some with only a monoline wrap. All ratings are as of May 30, 2022.

It is also responsible for restoring and integrating the existing Don Jail (the section that closed in 1977) into the new hospital, turning it into an administration building; and decommissioning of the existing hospital (the part of the jail that was still in operations), and the ancillary building. The hospital has been open since March 2013, and demolition and remaining landscaping are complete. Final completion was achieved Oct. 27, 2015. The project receives availability-based revenue during operations, and Johnson Controls L.P. is the operating and maintenance and lifecycle service provider for the project for the entire 30-year operating period. It has subcontracted some of the daily operations to Brookfield Global Integrated Solutions but Johnson remains responsible for all service provider obligations including any that have been subcontracted. | ||||||

The hospital is 1.7 million square feet and contains 656 beds. It encompasses a 14-story tower, a central utility plant, and two parking structures that house approximately 2,000 spaces. CLEF lent the proceeds of the issuances to the two concessionaires under a facility agreement and therefore relies on the concessionaires' payments to service its interest and principal repayment. The concessionaires' payment obligations are secured primarily by their property, undertakings, and assets. Under the concession, France Manche SA and Channel Tunnel Group Ltd. have the right and obligation, jointly and severally, to design, finance, and construct the Channel Tunnel and operate it until 2086 at their own risk, without any government funds or state guarantees. We consider the concessionaires’ and the issuer’s ability to service their debt as exposed to market risk and particularly to fluctuations in traffic. The Channel Tunnel is 50 kilometers long and comprises two single-track rail tunnels, plus a third service tunnel for maintenance and evacuation. The purple line is a 16.2 mile 21-station east-west light rail transit system in the suburbs of southern Maryland just north of the District of Columbia. Construction was estimated to take 70 months but has been delayed, and is contracted under a fixed price fixed date contract to a consortium of Flour Enterprises, Lane Construction and Traylor Bros. The LRVs will be supplied by CAF U.S.. The project will receive availability payments during operations. PLTP is owned by Fluor (15%), Meridiam (70%), and Star America (15%). | ||||||

The 115 km are dividend in 3 tranches: Panamerica Norte (31.5km), Panamericana Sur (54.1km), which are the main access roads to Lima from the north and south, and Ramiro Prialé, the access road to the city from the east(consisting on 9.7 existing kms plus 19.3 km of new construction). | ||||||

The second road is Avenida General Velásquez, providing complementary capacity parallel to Route 5 further to the west.In total, Autopista Central provides 60 km of high‐speed urban motorways (40 km for Route 5 and 20 km for General Velásquez). | ||||||

The Chilean Ministry of Public Works has awarded these concessions as part of an overall plan for enhancing the capacity and level of service of key corridors. The project consists of a 30.4-kilometer, six-lane urban toll highway on the north side of the Mapocho River, running from east to west through Santiago, Chile. The highway is the main eastwest corridor through Santiago and has a free-flow toll collection system. The existing 7.4-kilometer Avenida Kennedy to the southeast of the route is also part of the concession. The concession has been extended 4.5 kilometers beyond the original western terminus at the intersection with Avenida Vespucio to Route 68. The total length of the concession highway is 42.3 kilometers. | ||||||
