The tactics employed in subterfuge shipping activities are continuously evolving in an attempt to maintain current operations in and around jurisdictions under sanctions programs. Although many of the tactics utilized have been previously described by regulators, they have since transformed or been taken to new extremes.
We aim to discuss some of these evolutions within this paper to provide better transparency into what is and continues to be a convoluted landscape.
Evolution of deceptive shipping practices — Voyage irregularities
The purpose of this paper is to provide some context as to what constitutes the concept of "voyage irregularities" by building on to what has previously been published on the practice of disabling/manipulating automatic identification system (AIS) and how this can increasingly be seen as voyage irregularities, with the ultimate aim of assisting those in compliance identify these tactics.
