Prior to joining APCI, Mr. Blume served as assistant general counsel for AIG with responsibility for government relations in several Midwest states. Mr. Blume’s responsibilities included working with government leaders within the region, coalition partners, producers, business community allies, and others to address issues of importance to AIG’s business units and profit centers.
Mr. Blume also worked for the American Insurance Association where he served as regional vice president for the Midwest. While Mr. Blume was with the American Insurance Association, he successfully worked on workers’ compensation reform, tort reform, UM/UIM reform, automobile insurance reform, commercial lines regulatory reform and other property and casualty issues in over fifteen states in the Midwest and in the Mid-Atlantic region of the country.
Additionally, Mr. Blume was a vice president of government affairs for Zurich American and Prudential. Early in his career, Mr. Blume practiced insurance regulatory law with Lord, Bissell & Brook in Chicago.

Prior to joining Ardea in 2017, Juliya spent five years at Goldman, Sachs & Co in the Investment Banking Division, Financial Institutions Group, focusing on the insurance sector. Prior to Goldman Sachs, Juliya worked in the Financial Institutions Group, Investment Banking at Credit Suisse. Juliya earned a BA from Barnard College, Columbia University. Minimize
Mr. Clark joined S&P Global in July of 2019. Before joining the company, he was the Senior Economic Policy Advisor to Senator Jon Tester (D-MT). In this role, Mr. Clark handled a wide range of issues for Senator Tester, including his banking, housing, finance, labor, and appropriations portfolios. During his time in the Senate, Mr. Clark played a key role in authoring the “Economic Growth, Regulatory Relief, and Consumer Protection Act” (S.2155), the largest modification to Dodd-Frank signed into law in the last decade. Mr. Clark also worked on multiple pieces of legislation related to insurance issues during his time in the Senate, as well as on efforts to reform the housing finance system.

Mr. Cochran is ranked as Up and Coming for insurance by Chambers USA (2020), where clients describe him as “very technically skilled,” and “a standout in the space.” He is recognized as a Next Generation Partner for insurance and M&A in The Legal 500 US (2020) and as a Notable Practitioner by IFLR1000 (2020). He was also named a Rising Star in insurance by Law360 (2015). He is a frequent author and speaker on legal developments affecting the insurance industry. Prior to 2003, Sir Clive was Chairman and Chief Executive of GE Insurance Holdings, GE’s primary insurance operations in Europe with over US$3 billion of premium income at that time. The businesses he led while at GE had operations in 12 countries. Before joining GE in 1998, he co-founded J Rothschild International / Scottish Amicable International, a cross-border insurance business based in Dublin. He started his career in insurance advising clients as a broker.
He served as a non-executive director of Resolution Limited, a UK-listed life insurance group sponsored by The Resolution Group in 2008, which subsequently became the Friends Life Group PLC. It was listed on the London Stock Exchange and was a constituent of the FTSE 100 index. He stepped down from this position in 2013.
Sir Clive is active in the charitable sector and is Chairman and founder of the Resolution Foundation, a non-profit research organisation focused on the needs of low earners in industrialised countries. Minimize

His responsibilities include the oversight and execution of the inorganic strategy of the CopperPoint Family of Insurance Companies. The strategy includes acquisitions, mutual affiliations, strategic partnerships, assumed reinsurance and other vehicles.
Goldman led the acquisition efforts to support CopperPoint’s growth and expansion across the western U.S. As a result of his efforts, CopperPoint acquired Pacific Compensation Insurance Company in 2017. The California-based workers’ compensation carrier was the company’s first strategic acquisition for approximately $160 million. In 2019, Alaska National Insurance Company became CopperPoint’s second acquisition for $900 million. Alaska National has been recognized for a decade as one of the nation’s top 50 insurance companies in the Property-Casualty Ward's 50® Companies annual benchmarking list.
From these strategic acquisitions, CopperPoint has grown its revenue base from $205 million in 2016 to $643 million at year end 2019. Additionally, invested assets increased by over $1 billion from $3.61 billion to $4.75 billion, while net income tripled, going from $55.8 million to $159.5 million in the same time period.
Today, CopperPoint operates its portfolio of insurance products in 10 western states, supported by local presence in 12 offices. These acquisitions have transformed CopperPoint into a western-based super regional insurance company and a leading provider of workers’ compensation and commercial insurance solutions. All companies in the CopperPoint family are rated A (Excellent) by AM Best.

Howard is a retired Deloitte Managing Director and Global Insurance Regulatory Leader. He is a member of The Board of The Doctors Company and serves on the audit committee.
Howard is frequently asked to be an expert witness in litigation concerning insurance regulatory matters. Mr. Mills is widely quoted in the media commenting on the U.S. and global insurance markets and has regularly appeared in the Wall Street Journal, The New York Times, The Financial Times, Bloomberg, SNL Financial, The Hill and Politico, among others. He is a frequent speaker at insurance industry conferences and events all around the world. Howard is a regular columnist in Best’s Review.
Prior to joining Deloitte, Mr. Mills served as Superintendent of the New York State Insurance Department. During his tenure, he focused on winning an extension of the Federal Terrorism Risk Insurance Act (TRIA), leading the Department’s transition to conducting risk-based examinations, concluding settlement agreements with industry and leading on issues at the National Association of Insurance Commissioners (NAIC) such as principles based reserving and disaster preparedness. He was active at the International Association of Insurance Supervisors (IAIS), was a member of the Presidential Financial and Banking Information Infrastructure Committee, served as Co-Chair of the International Commission on Holocaust Era Insurance Claims, and testified before Congress on matters relating to the insurance industry.
Howard served three terms in the New York State Assembly (1999-2004) and rose to become the Deputy Minority Leader. While in the Assembly, he served on the Insurance Committee, was a member of the National Conference of Insurance Legislators (NCOIL) and also served on the committees on Ways and Means, Housing and Corrections. Prior to Howard’s election to the Assembly, he was elected to three terms as Supervisor of the Town of Wallkill, NY. He began his career serving as the Director of Grants and Federal Projects to Representative Benjamin A. Gilman in Washington, D.C. He has been an adjunct instructor of political science at Mount Saint Mary College in Newburgh NY and at Orange County Community College.
Mr. Mills currently serves on the Board of Directors of the Insurance Federation of New York and as a Trustee of the Griffith Insurance Education Foundation. He has over 25 years of experience serving on the Boards of not-for-profit organizations including the Orange Regional Medical Center, The Greater Hudson Valley Health Care System, the United Way of Orange County, the United Way of New York State, the Orange-Sullivan Alzheimer’s Association, Orange County Hospice and the Orange County Community Foundation.
Mr. Mills is a member of the International Insurance Society and is an active participant at The Council on Foreign Relations.
Howard earned his B.A. in political science from Marist College and his M.A. in public administration from The American University. He completed a one year non-degree course of study in PPE (politics, philosophy, economics) at Mansfield College, Oxford University. Minimize

Previously, Martha ran corporate development for DMG Information, the business data and analytics division of the Daily Mail and General Trust plc. Of the 20 investments Martha made at DMG Information, two achieved valuations over $1 billion. Martha has served as board director for many early and growth stage companies, focusing on fintech, insurtech, proptech, edtech and digital media. Martha’s prior experience includes investment banking at Merrill Lynch and commercial banking at Credit Suisse.
