Efforts to mandate building electrification have evolved since summer 2019 when Berkeley, Calif., passed a nation-leading gas ban. States and cities are now pursuing a wide array of pathways to restrict fossil fuel use in buildings, while at least 20 states have taken steps to preempt local gas bans.
