Carlos Rocha, Director, S&P Global Commodity Insights, is a specialist in technology for upstream oil and gas production and in the analysis of the Latin America market.

Carlos main areas of focus include technology selection and cost analysis for offshore and unconventional projects. A mechanical engineer, he brings over 21 years of process plant design, equipment selection, and cost evaluation experience in the energy sector. Prior to joining S&P Global, Carlos worked for several companies in all aspects of the energy production chain, from the main engineering companies (Chemtech-Siemens), to the equipment suppliers (GE Power Systems), to the main energy companies located in Brazil (Petrobras and Shell). Carlos holds a bachelor's degree from the State University of Campinas and an MS in Naval Engineering from São Paulo University.

At S&P Global Commodity Insights, Carlos participated in the main part of the development of pre-salt projects under the Brazilian local content requirements and worked closely with local operators to evaluate strategies to achieve the results with the best procurement strategy for cost and schedule. He is the leader of the Latin America Cost and Supply Chain service, covering all the projects and supply-chain in the region.
