SUBSCRIBER NOTE: Additives in Singapore physical gasoil cargoes

Platts has concluded its initial review of the merchantability of additives reflected in its FOB Singapore gasoil assessments (http://www.platts.com/subscriber-notes-details/26759033).

Since opening this review in March 2014, Platts has conducted an extensive survey of the market, and appreciates the input provided so far by market participants.

As a result of this review, Platts is now publishing a list of additives that will be reflected in the assessment process.

This list follows a study of these submissions, and is intended to provide clarity to market participants regarding which additives are generally considered to be merchantable and accepted for cargoes delivered through the Platts Market on Close assessment process in Singapore.

Platts assessments for FOB Singapore Gasoil 10 ppm reflect the inclusion of additives in cargoes that have been historically acceptable for delivery FOB Singapore.

Fuel additives that have been broadly delivered and accepted in FOB Singapore trades reported through the Platts MOC assessment process continue to be reflected in the assessments, and are included in this list.

Gasoil delivered through the Platts MOC assessment process is expected to be additive-free, or contain the additives described in this list.

Additives that have not been broadly and consistently included in FOB Singapore deliveries would need to be reviewed for inclusion in deliveries FOB Singapore.

Until such a review is complete, fuel containing such additives may not be reflected in the assessment process.

In its review, Platts requested from market participants lists of additives that have been acceptable in loadings, and received multiple submissions.

Market participants who have not submitted lists of acceptable additives may still do so, and Platts will update the additives list after review of any further submissions.

The acceptance by Platts in the MOC of these pre-existing additives is not an explicit or implied understanding that such additives were, are or will be accepted in particular importing countries.

Platts does not align its FOB Singapore additives acceptance to any particular importing country.

FOB Singapore Gasoil 10 ppm assessments reflect cargoes with zero additives, or additives from the following list.

Sellers should declare any additives added to a cargo as part of the standard loading process.
