M2MS price correction

The M2MS MISO Texas, MISO Louisiana and MISO Arkansas peak and off-peak numbers were swapped in the national package (FMC) for the 20-year monthly publication only. The corrected data from November 2015 to August 2017 has been updated as of September 7, 2017.
